David Black has over 20 years experience in providing strategic policy, communications and government relations advice to senior public and private sector executives in Canada and Australia.
Inside government David has worked as a public servant and as a political staffer.
As a political staffer, David worked as a Senior Policy Advisor and Chief of Staff to the Ontario Minister of Infrastructure and Minister of Transportation on separate occasions where he oversaw the implementation of the Ontario government’s $190 billion infrastructure agenda. He also helped negotiate the $30 billion Canada-Ontario Infrastructure Agreement which is building roads, bridges, water, community, and transportation infrastructure across Ontario. Early in his career he also served as a Special Assistant to the federal Minister of Transportation.
As a public servant, David worked at the Ontario Ministry of Revenue, where he spearheaded the communications and stakeholder relations activities as Ontario harmonized its corporate tax collection and sales tax collection regimes with the federal government. During graduate school in Australia he also worked as Policy Advisor, providing strategic policy and communications advice on the State’s innovation economy policy framework.
In the private sector, David has worked as the Director of Public Affairs and Stakeholder Relations for the Cement Association of Canada, representing the interests of Canada’s cement producers across Eastern Canada. He also worked as a Senior Policy Advisor at the Toronto Region Board of Trade where he managed the Board’s policy and advocacy efforts around tax reform, post secondary education, affordable housing, pension policy. He also quarterbacked the Board’s federal and provincial government relations activities.
David was also one of the Canadian Football League’s Instant Replay Officials, working six consecutive Grey Cup games (2007 to 2012).
